Lottery has a long history. The Old Testament has Moses instructed to take a census of the people of Israel and distribute their land by lot; Roman emperors used lotteries to give away property and slaves. In the Low Countries in the 15th century, towns held a variety of private and public lotteries to raise money for town fortifications and to help poor residents. Lotteries also played a large role in financing both private and public ventures in colonial America. They helped fund construction of roads, canals, colleges, churches and universities.<\/p>\n
When a state legislature passes laws establishing a lottery, it typically legislates a monopoly for itself and establishes a government agency or public corporation to run the lottery. It begins operations with a modest number of relatively simple games and, under constant pressure to increase revenues, progressively expands its offerings.
